Vice Chancellor for Academic Affairs Introduction

Mirwais Neeka Institute of Higher Education (MNIHE)’s establishment approved by the Department of Private Universities and Institutions of the Ministry of Higher Education of the country, based on the order of Article (46) of the Constitution, serial number (53), registration number (536), on (18/01/2012). It started working in Kandahar with an official license and registration as a higher, scholarly, educational institution. This institution should carry out its activities by looking at its vision and mission. The institute has tried to provide scientific personnel in the fields of education and research to the society. Currently, (1525) active students are being taught by (70) professional teachers in four departments.

It has teaching hospitals, laboratories, commercial center, political science club and legal clinic for students training. According to the evaluations of the Department of Quality Assurance and Accreditation of the Ministry of Higher Education, the 2nd phase passed successfully. It has graduated (2812) professional cadres to the society. MNIHE conducts its activities through three assistantships: Vice Chancellor for Academic Affairs, Vice Chancellor for Student Affairs and Vice Chancellor for Administrative Financial affairs:

B – Vice Chancellor for Academic: An academic person is an academic assistant in the higher education system based on the principles and regulations of higher education. The Academic Vice-Chancellor is responsible for all academic affairs. He is responsible for planning and carrying out scientific research, presenting conferences and seminars, trying to improve educational systems and the academic affairs and faculties. Our society needs to acquire knowledge, education and training every day for scientific and cultural development. Setting up and implementing advanced educational programs and using new scientific methods for growth and development, higher education based on accepted national and international standards and monitoring the correct and timely implementation of the program, education and training of the institution are very important duties.

C – Responsibility of Vice Chancellor for Academic Affairs:

– He will carry out his activities according to the principles of Islam.

– Using all his experience for the development of the institution and implementing the principles and regulations accepted by the ministry of higher education.

– Carrying out his duties in the absence of the chancellor.

– To cooperate with the head in the performance of academic works.

– Election of academic staff, academic rank selection, academic promotion, dismissal and legal proceedings with them.

– Performing the required theoretical and academic performance of the faculties.

– Implementation of projects, plans and programs of the Ministry of Higher Education institution.

– Implementation of scientific research, programs and plans in the institution.

– To lead and supervise scientific works.

– To lead and supervise broadcasting activities.

– Designing the plan of the academic council / Shura of the institution and its approval at the beginning of each year.

– Setting the agenda of the academic council meetings of the institution and recording the decisions of the council.

– Making decisions of the Academic Council and distributing their decisions to other offices.

– Reviewing, monitoring, and making recommendations to the department when necessary.

– Monitoring and necessary actions in the areas of library, information technology, internet until it is completed and equipped.

– Chairing relevant committees.

– Supervise and monitor academics, plans, formation in the institution that is related to the Ministry of Higher Education.

– Supervise the operations of the offices.

– International standards, curriculum design adaptation, curriculum evaluation and monitoring.

– Monitoring the development and implementation of the curriculum at the university.

– Providing the annual report of academic assistance activities to the academic council and the department.

– Monitoring the implementation of the decisions of the Academic Council in the academic fields of higher education.

– Taking the necessary opportunities in academic work and students’ field affairs.

– Compilation and arrangement of statistics of members and affairs of academic staff.

– Assisting in the creation of academic and strategic plans related to higher education institutions.

– Other duties related to scientific research according to the law.

D – Structure: Academic assistantship has these units in its formation:

– Faculty of Medicine: clinical and para-clinical departments, laboratories, health center and teaching hospital.

– Law and Political Science Faculty: Law Department, International Relations and Political Science Department, Political Science Club and Legal Clinic.

– Faculty of Economics: Business Administration Department and Business Hub.

– Research Center.

– Professional Development Center.

– Directorate of Broadcasting and Communication.

– Quality Assurance Directorate.

– Planning and policy management.

– Teacher management.

– Dawat Irshad Section.

E – Vice Chancellor for Academic Affairs:

Introduction:

  • Born and Place: Dr. Noor Khaliq Noor, son of Sana Gul, was born in 1350 (1972) in a middle-class family in the village of Sari Qala (Qala Surkh) of Saidabad District, Maidan Wardak Province.
  • Education:
  • Primary and Secondary: Syed Abad High School.
  • Secondary Education (Bsc.): Syed Jamal Uddin Afghan High Secondary School in 1369 (1990).
  • Degree (MD): Medical Faculty, Kabul Medical University in 1377 (1998).
  • Master 1 (MBA): Health Management from Preston University of Pakistan in 2008.
  • Master 2 (MBA): Strategic Management: Azad Islamic University Kabul 1400 (2021).
  • Doctorate: Azad Islamic University, Tehran, 1401 (2021): ongoing (student number: 40113610109021).

 Career: After graduating from Kabul medical faculty:

  • In 1377 (1998) Doctor and health trainer by SCA/IOM/IMC institutions. HMIS Officer  after PRR process by the Ministry of Public Health of Paktika province.
  • In 1385 (2006), appointed as Health Manager of Farah Province by CHA Institute.
  • In 1387 (2008) as Health Manager of Helmand Province by IbnSIna/ACTD.
  • In 1388 (2009) as a Health & Nutrition Specialist by UNICEF for the Southern Basin of Afghanistan.
  • In 1393 (2014) by MSH Institute as the Provincial Health Advisor of Kandahar Public Health Department and as the head and teacher of the Medical Faculty of Mirwais Neeka Institute of Higher Education.
  • In 1394 (2015) By BARAN Institute as Deputy Technical Manager of Health Technology of Kandahar Province (about two years), as well as Vice-Chancellor of Mirwais Neeka Institute of Higher Education, Medical Teacher (continuing from 03/06/2014), along with the job as Head of Afghanistan National Bioethics by UNESCO (05/02/2017 to 05/02/2020) and ECFMG/ EMSDP/WDMS Coordinator (ID: F0005149) (07/12/2022 (16/09/1401)) and continues.

Message:

Every member of this country beautified himself with the abundance of knowledge and then worked harder than anyone else to fulfill the trust of Allah. According to his status, man is the highest creature in this world and the world was created for him, therefore his responsibility is very high. Every moment of life is very valuable and we should think and act for the benefit of others. The solution to all the troubles, problems and sufferings of this world and the hereafter lies only in the fact that every human being knows the true purpose of his life and does not mistake it for the necessities of life. He gave priority to the purpose and to the necessity in its place. The means and tools of the world cannot bring a person to success, but his Islamic faith guides him. If a person thinks about the good of others, he will also receive well for himself.
